Anja Hazekamp (PvdD): Dank u wel, Voorzitter en dank aan de Rekenkamer voor het waardevolle rapport met goede aanbevelingen. Ik zal er ook zeker vanuit dit parlement op aandringen dat deze aanbevelingen worden uitgevoerd.

Ik heb een specifieke vraag aan u, over de gebruikte definitie van IPM - Integrated Pest Management. In Nederland is die definitie namelijk zo breed geformuleerd, dat volgens de regering en zeker ook volgens de boeren die de pesticiden gebruiken, het coaten van zaden met systemische pesticiden zoals neonicotinoïden er ook onder vallen.

Dus, van een concept dat oorspronkelijk bedoeld was om het gebruik van chemische bestrijdingsmiddelen uit te bannen of in ieder geval te beperken tot wanneer het echt niet anders mogelijk zou zijn, wordt het nu een concept in ieder geval in Nederland, waarbij het gebruik van chemische middelen zit verankerd. En dan hebben we het bijvoorbeeld ook over neonicotinoïden, die toch tot een van de meest schadelijke soorten bestrijdingsmiddel worden gerekend.

Hoe kijkt u daar tegen aan? Bent u het met me eens dat het coaten van zaden met systemisch landbouwgif niet onder IPM mag vallen? En wat is er in uw opinie voor nodig om veranderingen in het beleid en in de wetgeving te krijgen, zodat we daadwerkelijk een duurzame definitie van IPM bereiken en veranderen?

First of all, it would be great if the Commission could reflect on the question I asked to the Court of Auditors earlier on the Integrated Pest Management and the coating of seeds. My second question is: what measures will the Commission take to ensure that active substances and also product formulations are examined for long term toxicity, such as carcinogenicity, reprotoxicity and endocrine disruption?

I also have a question about the re-authorisations: what has been done to put an end to the frequent and routine extensions of authorizations periods of pesticides since this was brought out by us a few years ago? Not much it would seem, as the Commissioner is now again extending 34 substances and we hear often that this delay is caused by the workload of EFSA.

Why is the Commission not applying Article 21, even for substances that ECHA has identified as hazard classification? For instance, for epoxyconazol, this was already identified as reprotoxic in 2010. And can you inform us about this substance particularly (epoxycnazol)? What is the status after the debate in Scopa?
