Bijdrage mili­eu­com­missie over het duurzaam gebruik van gewas­be­scher­mings­mid­delen en tot wijziging van Veror­dening (EU) nr. 2021/2115

Dear Sarah and dear Commission.

Sarah, I thank you very much for finally coming forward with the draft report on this crucial legislative proposal - one of the cornerstones of the Farm 2 Fork strategy.

The amounts of misinformation and scaremongering that surround this proposal are perhaps illustrative of its importance. They can be compared with the deliberate attempts of the tobacco and fossil fuels industry to delay and weaken legislation to protect human health and the planet of lung cancer and the climate crisis. Their tactics and strategies are also comparable: paralysis by analysis, and sowing of doubts on causes and consequences, resulting in delay delay delay...

I hear that many of the colleagues here in the room are echoing these void phrases that food security is threatened by reduction of chemical pesticides. They try to buy more time for a toxic industry. I hope that common sense will prevail in the end, and that we can in fact work on the base of science and reason, not of short-term profits of our toxic industry.

Dear Sarah, your draft report is a very good start for the work on achieving a healthy, toxic-free food system and I look forward to working with you to further build on it. We will speak about the important citizens’ initiative “Save bees and farmers” in plenary soon, and I think their objectives should all be enshrined in this proposal. I appreciate your attention to occupational diseases, as indeed also in my country many farmers have fallen ill due to pesticides. But we should expand the recognition and importantly prevention of these diseases to all rural residents, who are not protected at this moment at all. The numbers of cases of diseases like cancer, Parkinson’s and Alzheimer in rural communities are really frightening and we need to address this urgently. I will table amendments on these and some other points and look forward to our collective work.

Then a question to the Commission on the Harmonised Risk Indicator. The Court has offered the solution for this: make sure that derogations can indeed no longer be given for pesticides that have been banned for use because of the risks, and then we can change the weighing factor for these derogations for organics. We will debate this also next Monday but I think the discussion belongs here as well. So what will the Commission do with the HRI?

Ik wil graag beginnen met een boerenwijsheid, die een Nederlandse boer me laatst vertelde: Landbouw is niets meer en niets minder dan het samenspel tussen de zon, plant en bodem(leven) mogelijk maken en begeleiden naar een hoger vruchtbaarheid niveau.

Ondanks deze wijsheid is een groot deel van onze boeren tegenwoordig afhankelijk van fossiele inputs zoals kunstmest en landbouwgif, stoffen die niet alleen leiden tot grootschalige vervuiling, biodiversiteitsverlies, verspilling van grondstoffen en de opwarming van de aarde, maar die ook zeer veel energie kosten en waarvoor de EU afhankelijk is van zeer agressieve landen zoals Rusland.

Gisteren namen we in deze commissie mijn opinie over voedselzekerheid aan, waarin aandringen op een transitie naar echt duurzame landbouwsysteem, zonder gif en zonder kunstmest. We willen een gezond en lokaal-georiënteerd voedselsysteem, met minder dieren, minder mest en kunstmest en meer hulp voor de omschakeling naar biologische en agro-ecologische methoden. Ik wil de Commissie vragen goed naar die opinie te kijken, en met een gedegen reactie te komen. We kijken vol spanning uit naar de bodemgezondheidswet, en verwachten maatregelen om de ambities van de Boer-tot-Bord strategie wat betreft het verminderen van nutriëntenverlies en kunstmest te realiseren. Zoals de commissie zelf al aangaf in de studie over de oorzaken van voedselonzekerheid, zijn klimaatverandering en biodiversiteitsverlies de bedreigingen die we het hoofd zullen moeten bieden.

Toch is het afgelopen jaar is er bijna 1 miljard euro aan belastinggeld gegeven aan de aankoop en productie van kunstmest. Dat is de wereld op zijn kop. Kan de Commissie moet daar zo snel mogelijk een einde aan maken. Graag een reactie, dank u wel.
