1. Member States shall draw up and adopt a national air pollution control programme in accordance with Part 2 of Annex III in order to limit their annual anthropogenic emissions in accordance with Article 4.

Amendment

1. Member States shall draw up and adopt a national air pollution control programme in accordance with Part 2 of Annex III in order to limit their annual anthropogenic emissions in accordance with Article 4. Member States shall in particular take into consideration the role of the agricultural sector and its emissions of ammonia and methane when drawing up and adopting national air pollution control programmes.

Justification

Both ammonia and methane have severe impacts on human health. Ammonia leads to the formation of secondary particulate matter, which, together with ozone, is the pollutant with the highest impact on human health. Methane is an ozone precursor which causes health impacts and contributes to global warming. The agricultural sector is a crucial actor in the process to reduce emissions of atmospheric pollutants and greenhouse gases.
