whereas previous animal testing has contributed to advances in developing treatments for such human health conditions as well as medical devices, anaesthetics and safe vaccines including for COVID19-vaccines, and has also played a role in animal health

whereas the need to use animal testing is rapidly diminishing thanks to the development of non-animal test methods, whereas targeted funding, education, broad collaboration, smart approaches, concrete targets and coordinated actions are key to making innovative, advanced non-animal models and technologies the new normal;

Highlights that past use of animals-based research has contributed significantly to advances in the treatment of many human health conditions and played a role in animal health, and stresses that although phasing out the use of animals for scientific purposes is the ultimate goal, non-animal methods are not yet available across all scientific research areas; and there are cases where animal experiments are still needed to gain scientific insights in the long search for an effective remedy for certain diseases due to current unavailability of non-animal methods; acknowledges furthermore that experiments that are carried out on animals because of the unavailability of non-animal methods, should only take place in the most optimal conditions which minimize pain, distress and suffering and with respect for the welfare of the animals concerned;

Reiterates that phasing out the use of animals for scientific purposes is the ultimate goal, calls for the action plan to contain clear reduction targets and targeted funds, ensuring availability of non-animal methods across all research areas with aim of ending all animal experiments by 2030; acknowledges furthermore that experiments that are carried out on animals because of the unavailability of non-animal methods, should only take place in the most optimal conditions which minimize pain, distress and suffering and with respect for the welfare of the animals concerned;

Welcomes the European Citizens Initiative ‘Save Cruelty Free Cosmetics - Commit to a Europe without animal testing’[3], which calls on Commission to protect and strengthen the cosmetics animal testing ban, transform the EU Chemicals Regulation and to put forward a concrete plan to transition to non-animal science; reiterates its call[4] on the EU institutions to advocate a global ban on animal testing for cosmetics and a ban on international trade in cosmetic ingredients and products tested on animals, to come into effect before 2023, and to guarantee that cosmetic ingredients and products placed on the EU market have not been tested on animals in any EU or third country;

Is shocked and deeply worried about atrocities against animals revealed by undercover investigations and whistle-blowers in several EU laboratories, despite so-called good laboratory practices and checks by Member States; is concerned that official inspections fail to guarantee the well-being of animals in EU laboratories; calls on the Member States to step up their enforcement efforts;

Is concerned that experiments that are forbidden in the EU are being performed by EU companies and scientists in third countries, such as cruel experiments on non-human primates in Mauritius[5]; calls on the Commission to take action to end this export of animal experiments;
