D. whereas the Union’s institutional framework, and in particular its decision making process, especially that in the Council, is barely adequate for a Union of 27 Member States; whereas the prospect of future enlargements makes a reform of the Treaties inevitable;

E a. Whereas the report of the conclusions on the Conference of the Future of Europe includes calls to set detailed, measurable and time bound minimum criteria for the protection of farmed animals to ensure higher animal wellbeing standards in line with the introduction of sustainability objectives and on the basis of an integrated food system approach, while reducing and redirecting subsidies for agricultural mass production that do not contribute to a sustainable transition towards resources that do support an environmentally sustainable agriculture; whereas the panel recommends that intensive animal farming is phased out gradually, including the elimination of disrespectful living conditions of animals.

3 a. Calls on the European Council to take a decision in order to ensure that the European Parliament has its seat in one single location in the European Union, thereby putting an end to the financial costs and the CO2 emissions of the current monthly travel circus between Strasbourg and Brussel.

Treaty on the Functioning of the European Union

Article 13

In formulating and implementing the Union's agriculture, fisheries, trade, chemical, transport, internal market, research and technological development and space policies, the Union and the Member States shall, since animals are sentient beings, pay full regard to the welfare requirements of animals. Provisions and customs of the Member States relating in particular to religious rites, cultural traditions and regional heritage shall not constitute an exception to this rule, nor constitute a justification for animal abuse.

Treaty on the Functioning of the European Union

Article 39

The objectives of the common agricultural policy shall be:

(a) to ensure a full and swift transition to agro-ecological, sustainable, healthy and environmentally-friendly agricultural production, with full regards to animals’ individual needs and behaviour

(b) to ensure a fair standard of living for the agricultural community, in particular by increasing the individual earnings of persons engaged in agriculture

(c) to ensure that sustainable supplies reach consumers at reasonable prices and that the polluter pays principle is applied throughout the food chain

(d) to ensure fair competition by full third country compliance with EU standards on all imported agricultural products
